National Analytical Management ProgramCoordinated

The Savannah River National Laboratory is now leading the National Analytical Management Program (NAMP). With the change in leadership, Tony Polk is the DOE Management Sponsor and SRNL Fellow Scientist Cecilia DiPrete is the Program Director.
The Integrated Consortium of Laboratory Networks (ICLN) was established
in 2005 through the creation of a Memorandum of Agreement (MOA) between 10
federal agencies, including DOE and the Environmental Protection Agency (EPA).
This Consortium was established to provide a nation-wide, integrated system of
laboratory networks to assist in responding to acts of terrorism and other
events requiring an integrated laboratory response, with a foundation in shared
understanding of reliability and accuracy of results and performance
comparability among analytical processes employed. The EPAs Environmental
Response Laboratory Network (ERLN) is one of 5 primary organizational
components to ICLN. The ERLN is dedicated to meeting the analytical needs in a
large scale response to an emergency. The MOA assigns joint
responsibilities between the EPA and DOE for the radiological analysis arena.
The NAMP fills the need for a central point of contact for
EPA to access DOE capabilities in a national emergency.
In this role, the NAMP serves as a central point of contact for organizations needing access to highly-specialized analytical capabilities in case of a large-scale radiological emergency. As a member of the
ERLN, the NAMP has established an ERLN coordination office through the CBFO to
coordinate complex wide ERLN membership (voluntary basis) and to develop
funding mechanisms allowing the flow of funds into the Agency and participating
laboratories. Additionally, the organization serves on multiple ICLN
technical committees to ensure that the impacts of interagency standardization
are understood and consistent with EM goals.
The NAMP is currently seeking interested partner analytical
laboratories from the DOE community interested in developing membership in the
ERLN. The NAMP will coordinate submission of an overall ERLN application
for partner laboratories. The primary purposes of this program are to:
- Coordinate DOEs analytical laboratory capabilities and capacity
- Assist in the standardization of methods
- Provide technical support for DOE to the ICLN
- Provide mechanism to coordinate receipt and analysis of samples from
outside Agencies
- Establish reimbursement mechanisms for services
