The Waste Isolation Pilot Plant (WIPP) in Carlsbad, New Mexico requires the design, engineering, procurement, construction, and testing of an extension to the North Access Road (NAR) Merge Lane. The purpose of this upgrade is to improve traffic flow, enhance personnel safety, and reduce collision risks associated with current traffic congestion and merging conditions.

Design Requirement

The subcontractor shall develop a complete engineering design to support the merge lane extension. At a minimum, the design shall include the following elements:

• The subcontractor shall perform field surveys to establish existing site conditions and support design development. This shall include geotechnical borings and preparation of a geotechnical report, as well as coordination of archaeological surveys as required.
• The subcontractor shall develop roadway design features that include earthwork, grading, and pavement design. The pavement design shall provide a minimum width of twelve (12) feet and approximately 1200 linear feet in length matching the existing North Access Road width where applicable. The design shall also incorporate roadway shoulders, rumble strips, traffic control features, and associated roadway appurtenances necessary to support safe and efficient roadway operations.
• The subcontractor shall design drainage features and structures necessary to support roadway performance and prevent water accumulation. This shall include preparation for drainage calculations and analysis to support design decisions.
• Structural calculations shall be performed as required to support roadway features, crossings, and associated infrastructure.
• Roadway Features the design should include:
  • Fencing and Coverts(as needed)
  • Traffic control features
  • Signage and pavement markings, including updates to existing roadway sections.
• The subcontractor shall develop detour routing plans to maintain traffic flow during construction activities, particularly at intersection tie-ins.
• The design shall also address removal of abandoned pavement where required.
• The Subcontractor shall relocate and upgrade the existing drop-down barriers (extending the arms to meet the new width) and adjust the approach grading to ensure full compliance with vehicle collision and crash-rating standards.
• All final design submittals shall be reviewed, revised as necessary, and approved prior to construction.

Construction and Execution

• Construction activity shall not be performed between March 1st through June 15th, from 3:00 a.m. to 9:00 a.m. local time due to Lesser Prairie-Chicken seasonal restrictions.
• The subcontractor shall execute construction activities in a manner that maintains integrity of existing roadways and minimize disruption to ongoing operations. Execution must be with approved documents and applicable codes and standards.
• Construction shall include:
  • Temporary pavement markings Earthwork and grading activities
  • Installation of roadway base and pavement systems
  • Installation of drainage structures and features
  • Installation of fencing, gates, cattle guards, and crossings
  • Installation of safety features and design within proximity of the cross arm
  • Maintain access accessibility to crossing arm service areas
  • Placement of signage and pavement markings
  • Removal of abandoned pavement.
• The subcontractor shall ensure that all construction activities are coordinated to maintain safe traffic flow and that temporary detours are implemented in accordance with approved traffic control plans.

The Waste Isolation Pilot Plant (WIPP) located in southeastern New Mexico, 32-miles from Carlsbad, New Mexico, requires the transportation of commuting WIPP workers between the WIPP Site and Carlsbad, Hobbs and Artesia, New Mexico.

DESCRIPTION OF WORK

Subcontractor shall provide multi-vehicle transportation services between the cities of Carlsbad, Hobbs and Artesia, New Mexico and the WIPP Site utilizing the main WIPP North Access route and the secondary WIPP South access route.

Subcontractor shall perform work in a quality manner to ensure compliance with all requirements of the subcontract and all applicable regulations. Applicable regulations include those issued by the Department of Transportation (DOT), those issued by the Occupational Safety and Health Administration (OSHA), and any applicable Federal, State, or local regulations applicable to commercial transportation services

Subcontractor shall provide drivers qualified under DOT and/or state driver requirements.

Subcontractor shall:

• Provide on time services along designated routes as outlined below without compromising safety in order to meet a given route schedule.
• Provide a route schedule, including pick-up and drop off to established locations, routes, and arrival and departure schedules, subject to SIMCO and the Administrative Subcontract Technical Representative (ASTR) or the Procurement Specialist approval.
• Make scheduling adjustments as necessary (e.g., due to inclement weather conditions) at the discretion of the ASTR or the Procurement Specialist.
• Make short notice scheduling adjustments due to weather conditions (e.g., two (2) hour delays).
• Utilize the main WIPP North Access route and the secondary WIPP South access route as traffic conditions allow.
• Follow the established routes:

DESCRIPTION OF WORK

The Subcontractor shall provide the multidisciplinary engineering, design, procurement, construction, installation, inspection, testing, and project closeout necessary to retrofit Fabrication Building 418 into a complete and operational support facility for the Emergency Service Department and Maintenance Organization.

The building 418 retrofit shall include modifications to existing building systems and infrastructure, installation of modular facility components within the building and installation and integration of new system and supporting infrastructure necessary to support the complete facility, including fire suppression for the entire building.

Engineering designs shall include, at a minimum:

• Evaluation of existing building 418 conditions
• Design necessary for installation and integration of the modular facility components
• Design necessary to support fire apparatus floor operations within building
• Develop civil (structural) modifications necessary to accommodate the modular Installation
• Evaluate existing mechanical systems, ventilation, plumbing, drainage, and other mechanical systems
• Evaluate existing electrical service capacity and system information and develop the electrical distribution
• Develop the communications infrastructure required for the modular building
• Coordinate design interfaces between civil, mechanical, ventilation, electrical, communications, fire protection, and other affected disciplines
• Develop the fire protection and life-safety design required for the building 418 retrofit

Salado Isolation Mining Contractors (SIMCO) is seeking a subcontractor to provide design, repairs, and replacement for Building 451 (Support Bldg.) and Building 452 (Safety Building) roof systems located at the Waste Isolation Pilot Plant (WIPP) in Carlsbad, New Mexico.

Salado Isolation Mining Contractors (SIMCO) is seeking potential offerors from experienced and qualified subcontractors to provide the architectural or engineering input for roof design, including slope, drainage, integration with building aesthetics and installation of a new roof system. Design and installation must be performed in compliance with the 2024 International Building Code (IBC) Chapter 15.

BUILDING 451 CURRENT STATUS

BUILDING 452 ROOF REPAIR AND COATING

A. The subcontractor shall inspect for required repairs prior to coating. Inspections and repair activity must include, but are not limited to, the following:

1) Tighten or replace loose fasteners and reseal ridges to prevent leaks.

2) Remove debris and salt buildup to reduce corrosion.

3) Apply rust inhibitors to areas as needed. If necessary, patch area.

B. The subcontractor shall recoat Building 452 Roof, including the WIPP Fire Department Vehicle Bay and the Health Services Roof. Proposed coating material shall be submitted with Safety Data Sheets for approval.

BUILDING 452 CURRENT STATUS

Project Description

Salado Isolation Mining Contractors (SIMCO) is seeking qualified subcontractors to provide the loading, unloading, transportation, and disposal of all containers supplied for non-hazardous municipal solid waste and recycling removal (with the exception of metal recyclable materials) from the WIPP site in support of the WIPP Environmental Policy Statement.

Salado Isolation Mining Contractors (SIMCO) is seeking potential offerors from experienced and qualified subcontractors to provide the installation of the Guard & Security (G&S) Building (#458) heating, ventilation, and air conditioning (HVAC) replacement at the Waste Isolation Pilot Plant (WIPP) in Carlsbad, New Mexico.

Salado Isolation Mining Contractors has established goals within their DOE Prime Contract to utilize Small Businesses classifications. For this project it is encouraged that the awardee will utilize and partner with various socioeconomic business types as lower tier subcontractors to the greatest extent possible. (i.e. Small Business, Small Disadvantaged Business, Women Owned, HUBZone, Veteran, 8a Small Business, AbilityOne, etc.)

Salado Isolation Mining Contractors, LLC (SIMCO) requires upgrades to the Parking Area Unit (PAU) and the Entrance Control Facility (ECF). The ECF will be upgraded with Turnstiles, Americans with Disabilities Act (ADA) Gates, and Cameras to enable badged individuals to enter the WIPP site. Cameras and badge readers will be installed to control the turnstiles and ADA Gate. The PAU will be upgraded with automated cantilever gates, turnstiles and cameras. This will allow Safeguards and Security to monitor vehicles and personnel entering the WIPP Site and the PAU.

The Waste Isolation Pilot Plant is seeking qualified subcontractors to complete the Hoisting Capabilities Project. The Hoisting Capabilities Project will consist of three major infrastructure upgrades:

• Subcontractor will install a new hoist system for the Utility Shaft (US) that will be capable of traveling a nominal 600 feet per minute and can lift a minimum of 75 people. This hoisting system upgrade will include supporting infrastructure, which will be used for the newly built US. The supporting infrastructure will include a hoist system, which will have a large material/equipment and personnel conveyance. Additionally, support buildings for mining personnel, a hoist house, underground supply warehouse, covered outside laydown area, parking area, and safeguards and security features will be constructed and co-located.
• Infrastructure upgrades for the Air Intake Shaft (AIS) will include designing and constructing a new hoist system for the AIS shaft capable of lifting 200 tons of mined salt per hour. The system will include supporting infrastructure which will replace the existing aged infrastructure, including a new hoist house, headframe, and skip with accommodation for emergency egress of personnel from the mine.
• Infrastructure upgrades will also include Power Supply upgrades. These upgrades will include a new 13.8 kV distribution switchgear at the Xcel Switchyard, which requires an expansion of the switchyard area fence area to the north. The new 13.8 kV distribution will have two bus sections (A / B), control power scheme equipment, and multiple circuit breakers for power distribution to the US and AIS hoists as well as future uses designated as spare.
